PPEA (Public-Private Partnership Act)

The PPEA includes provisions that allow the Department to work with private developers to design and construct a facility (Code of Virginia, Public-Private Education Facilities and Infrastructure Act of 2002 as Amended). Under PPEA, the agency holds a single contract with the successful proposer for both the design and construction of the specific project, and can also include programming, real estate acquisition and other specific contract services. In direct support of the Department of Juvenile Justice mission, goals, and objectives, the Department has adopted the Guidelines and Requirements prescribed in the Act (with Revisions of January 17, 2008). PPEA proposals, whether unsolicited or requested, that are received by the Department will be processed in accordance with these procedures, guidelines, and requirements.
